California has an ambitious goal of transitioning its transportation sector to zero-emission. This requires a substantial amount of charging infrastructure. The California Public Utilities Commission along with other agencies at the local, state, and federal level that are implementing programs supporting the installation of charging infrastructure in support of this transition. There is currently no study that provides a comprehensive analysis of the incentives/rebates supporting charging infrastructure for zero-emission vehicles (ZEV) using public funds. This project has three primary objectives related to the ZEV charging infrastructure:

1. Develop a detailed list of programs supported through public funds that includes: Funding agencies, level, and type of funding (rebate, incentive, other), applicant eligibility and project eligibility criteria, and reporting requirements.

2. The purpose of these programs is to reduce environmental impacts, the next step would be to develop: Mechanism to calculate the projected GHG emission reductions, mechanism to calculate the projected air quality benefits (i.e., reductions in NOX, ROG, and PM2.5)

3. Propose a calculator that could be used to estimate the reductions based on utilization data from various market sectors. (Include any assumptions that may be required for this)
