The International EV Policy Council is a group of experts from 14 counties around the world committed to developing effective policies to promote EV market growth. The experts are all researchers and academics working at universities, laboratories, institutes, and research centres that focus on gathering empirical evidence on battery electric and plug-in hybrid electric vehicles. The council meets in workshops where they bring together their research findings to build an in-depth understanding of global electric vehicle market developments. This research is assimilated into systematic literature reviews that contain council members research and research from other academics around the world. Once all empirical evidence on an area has been gathered the council develop policy guides that are backed up by empirical evidence. These policy briefs provide policymakers with holistic and robust policy guides allowing them to make informed policy decisions.

The International EV Policy Councils initial focus was on developing policy guides that can help international regional policymakers. The policy guides were aimed at markets where EVs are achieving market growth (e.g Norway, California, Sweden) and those where EVs have yet to take significant market shares. Recently the Council has been shifting its focus to understand what policies can be used by local and city policymakers to promote electric vehicle adoption.
